N: Repository 'http://deb.debian.org/debian bullseye InRelease' changed its 'Version' value from '11.4' to '11.6'

When I type sudo apt update command, I get the message:

N: Repository 'http://deb.debian.org/debian bullseye InRelease' changed its 'Version' value from '11.4' to '11.6'`

Is this normal?

I mean is it safe to run sudo apt upgrade? Please clarify.

Yes, it is safe. That is a minor Debian Linux version update. Of course, always keep verified backups regardless of APT upgrades or anything else. This is the only way to ensure the system recovers from unfortunate upgrades or hardware crashes.
