Hibernate on RHEL8 on Intel NUC box does not power off

I’m running ‘systemctl hibernate’ as directed on documentation. It takes some time clear the screen, and immediately turn on the screen, while everything seem to be as before. As if it did the hibernate and startup at once.
How to do hibernate with power off?

Not all Intel NIC support Linux hibernate option. Intel maintains a list of fully supported Linux NUC’s here
